How to Become a Florida Residential or Commercial Pool Builder

The pool construction industry offers rewarding career opportunities, but it requires specific training, certification, and understanding of Florida’s unique regulations. Whether you want to build residential or commercial pools, here’s a step-by-step guide to help you navigate the licensing process and begin your pool contracting business in the Sunshine State.  

Building a pool is a business, art, and science all wrapped in one.  That is why pool construction is a highly regulated industry where licensees must meet standards related to both business and finance, as well as the actual trade knowledge regarding swimming pool construction.  On top of testing in those areas, there is an experience requirement that must also be met.  All of this is to ensure quality and safety, and to protect the individuals who are hiring professionals for these services.     

Do I need a pool builder’s license to construct a pool in Florida?

Yes!  You must have a license to construct a new swimming pool or spa in the state of Florida. Do not attempt to break ground without a licensed contractor running the project’s design, construction, permitting and inspection process.  

Understand the Requirements to Become a Pool Contractor

Before diving into pool contracting, it’s essential to understand the general requirements. In Florida, pool contractors must be licensed by the Florida Department of Business and Professional Regulation (DBPR). The state offers two main types of licenses for pool contractors:

  • Residential Pool Contractor: Specializes in building pools for residential properties.
  • Commercial Pool Contractor: Focuses on pool construction for commercial spaces, such as hotels and resorts.

The requirements for both licenses are similar but may vary slightly based on the scale of projects and specific regulations.

Residential and Commercial Pool Contractor License Requirements:

  • Must be at least 18 years of age
  • Have good moral character. (A criminal incident in the past does not prevent you from getting a license so long as you have had your civil rights restored, all debts to society paid, no pending or current liens such as IRS, and have no pending or ongoing criminal litigation).
  • Credit worthy. (Applicants will be subject to a credit report on both the applicant and the business with a preferred FICO score of a 660 or above. )
    • If you do not meet the 660 FICO score, you CAN still get your license by posting a licensing bond.
      • Bond amounts vary based on whether the applicant is a Division I or Division II contractor, however this amount can be reduced by 50% upon taking a board-approved financial responsibility course.
  • Four years of proven construction experience. (FAR 61G4-15.001)
    • You do not have to have the necessary experience before you take the exam.
      • The test scores are valid for 4 years meaning you have 4 years to gain the required experience after passing the state exam.
        • For Swimming Pool/Spa Contractors, you must have been a foreman or supervisor that was involved in all aspects of construction, repair, water treatment and servicing of commercial/residential pools.
    • Note: 3 years of any accredited college credits can be used in place of construction experience regardless of the subject matter/courses.  This would reduce your field experience requirement down to just 1 year if you have a college degree.

Complete a Pre-Licensing Course

To ensure you meet the knowledge requirements for becoming a licensed pool contractor, you’ll need to take a state-approved pre-licensing course. These courses cover crucial topics such as:

  • Florida building codes and regulations for pool construction
  • Safety standards and industry best practices
  • Business management for contractors
  • Liability and insurance requirements

This educational step is vital in helping you pass the licensing exam and ensuring you have a solid understanding of Florida’s laws and regulations regarding pool construction.

Apply for Your License

Once you’ve completed the required training and gained the necessary experience, it’s time to apply for your pool contractor license. The application process involves:

  • Submitting an application to the DBPR with proof of experience and education.
  • Passing a business and law exam that tests your understanding of Florida’s pool contracting regulations, building codes, and business management principles.
  • Providing proof of financial responsibility (liability insurance) and bonding to ensure the safety of your projects.

Pass the Pool Contractor Exam

After your application is reviewed, you’ll need to pass the Florida pool contractor exam. The exam consists of multiple sections covering various topics, including pool design, construction methods, regulations, and safety protocols. You can take the exam through an authorized testing provider.

Maintain Your License

Once you obtain your pool contractor license, it’s important to stay compliant with state regulations by renewing your license regularly. Pool contractors must also complete continuing education courses to stay updated on the latest industry standards and regulatory changes.
